I have the honour to bring to your notice certain matters connected with the administration of the Medical Department which have for some time past been occupying my attention.

In July, 1913, Dr. Bell, Superintendent of the Civil Hospital, addressed to the Principal Civil Medical Officer a letter, copy enclosed, requesting on behalf of the

Staff of Sisters an addition of two Sisters to the establish-

ment; and on the 23rd October the late Mr. Hewett asked in

the Legislative Council for the appointment of a Commission to consider the subject of the nursing staff generally, as

reported in paragraph 14 of Mr. Severn's Confidential Des-

patch of the 31st October, 1913.

I was absent from the Colony during the latter;

part of 1913, but on my return I went fully into the matter, -Gan

s573 with the result that in my telegram of the 20th May and my

despatch No.188 of the 29th May, 1914, I recommended the "temporary appointment of three additional Nursing Sisters,

pending the consideration of other means of dealing with the general question of nursing. Your approval of this proposal was given in your despatch No.165 of the 27th June, 1914; and various subsidiary points were subsequently dealt with
